Why can Estonia and Finland get American Visas now?
Beginning in March of this year, the United States began granting visas to citizens of Estonia, Finland, Latvia, Lithuania, and Malta. These countries are all part of the European Union (EU) and have been accepted into the visa-waiver program, which allows citizens of these countries to travel to the US for 90 days without a visa. The act was created in response to terrorist attacks that occurred in Europe in 2015, including the Paris attacks and the Brussels bombings. It strengthens security measures within the Visa Waiver Program by requiring background checks for all applicants from countries that have been identified as terrorism threats. This includes all EU members except Ireland and Cyprus, who have been given a waiver until December 31st 2020 and August 29th 2021 respectively.
Estonia and Finland were both included on a list of countries that had failed to comply with terror watchlist requirements. However, because they are part of the EU they were excluded from having their own requirements placed on them. As a result, their inclusion on the list has led to their eligibility for American visas being upgraded.

Both countries rank among the top 10 tourist destinations in Europe with regard to number of visitors each year. In addition, both countries have strong economies with low unemployment rates and robust economies overall.
